Assam and other northeastern states are in need of Rail Over Bridge/Road Under Bridge (ROB/RUB) construction, and MP Gaurav Gogoi urged 90:10 financing in a speech to the Lok Sabha. As MP Gaurav Gogoi continued to emphasise the necessity of a Rail Over Bridge/Road Under Bridge in his district's Chungajan and Tengani, he said, "If we go by tradition, the Central government contribution is at least 80-90 percent in all the northeastern railway projects."

On the other hand, the state government often has a 10–20% share.
