The Cabinet met today to discuss and give its approval to the following-

1. Cabinet has cleared the Meghalaya Ropeway Bill 2022 which will lay down the procedures for different passenger/tourist Ropeways that are in the pipeline eg. the Shillong Peak Ropeway amounting to ₹140 Cr through NDB has been sanctioned for which a tender will be called soon. 

The Bill will give a proper structure on how applications can be made for ropeways and the guidelines to be followed for setting up the ropeways, the modalities for licences and safety measures for putting up the same. This will ensure that a standard procedure is set keeping in mind the overall safety of the passengers. This Bill will also be placed before the Assembly.

2. Cabinet has approved the issuance of Code of Criminal Procedure (CrPC) and the Code of Civil Procedure (CPC). After detailed consultation with the District Councils as they had raised some concerns and after clarifying the concerns, we have cleared the notification which is as follows

In pursuance to full separation of Judiciary from the Executive and in exercise of the power conferred in proviso to sub-section (2) of Section 1 of the Code of Criminal Procedure 1973, (Act 2 of 1974) the Governor of Meghalaya is pleased to apply the provisions of the Code of Criminal Procedure, 1973 to the Courts in Meghalaya. The District Council Courts shall continue to derive powers under paragraph 4 and 5 of the Sixth Schedule to the Constitution of India.

The Governor of Meghalaya further directs that, not withstanding such application, all actions taken by the District Courts throughout Meghalaya, under the Rules for the Administration of Justice and Police in the Khasi and Jaintia Hills, 1937 and the Rules of

Administration of Justice and Police in Garo Hills, 1937 shall deemed to have been taken

under the relevant provisions of the Code of Criminal Procedure, 1973.

Similarly, for the Code of Civil Procedure 1908 only the same part has been changed whereas the notification remains the same.

3. Cabinet has approved the put of the Meghalaya State Consumer Protection (Mediation) Rules, 2022. This is being done as per rules of GoI to ensure for any consumer protection issues, the arbitrations can be done at the District level so that they do not have to come to the appellate authority & smaller cases can be resolved and mediated at the District level.

The following ordinances previously cleared by the Cabinet will be placed before the Assembly in the upcoming Session—

4. The Meghalaya Goods and Services Tax Bill, 2022 that was previously passed by the Cabinet to be placed before the Assembly. 

5. The Meghalaya Professions, Trades, Callings and Employments Taxatio Amendment Bill 2022.

6. The Meghalaya Fiscal Responsibility and Budget Management (Amendment) Bill 2022.
